Disturbing Images of Oromo Students Injured By TPLF’s Military Police at a Peaceful/Nonviolent Rally in Wallaggaa, Oromia

BACKGROUND
On April 26, 2014, Oromo students’ nonviolent protest was held at Wallaggaa University against the plan (called the Addis Ababa Master Plan) to evict millions of Oromo farmers and dispossess them of their land in Oromian districts surrounding Finfinnee under the pretext of the “urban development of Addis Ababa.” At the peaceful rally, the TPLF Ethiopian regime’s Military-Police shot at, battered and injured several unarmed students. Photo below shows the peaceful rally up to the point of the intrusion by the TPLF Military-Police into the Wallaggaa University campus to shoot and batter the unarmed students.

According to published data, under the current TPLF regime, Addis Ababa has expanded by ~400% since 1991 (from ~13,763.3-ha in 1991 to ~52,706.2-ha in 2014 – see data here); even though the Oromiyaa Region is a federally constituted state, it continues to be annexed by the Habesha government of Addis Ababa.
Political analysts have stated recently that the current Addis Ababa Master Plan will potentially divide the Oromiyaa Region into two by the proposed Addis Ababa’s annexation of Central Oromiyaa, and the subsequent eviction of the Oromo farming communities in Central Oromiyaa under the pretext of “industrial zones.” There are at least 8 industrial zones all over Oromiyaa, such as the Malka Jebdu area under the Dire Dawa Industrial Zone, the Ambo Industrial Zone, the Chinese-owned Bishoftu Eastern Industrial Zone – which is slated to extend all the way to Asella in Arsi Zone of Oromiyaa in the coming few years.

Olbana Lelisa and Bekele Gerba are being denied medical treatment. The two men, political opposition leaders and prisoners of conscience, are reported to be ill in Kaliti prison, Ethiopia. Olbana Lelisa’s friends believe his condition may be life-threatening.
Several months ago Olbana Lelisa and Bekele Gerba were moved from Ziway prison south of Addis Ababa, to Kaliti prison on the outskirts of the capital city, reportedly after a doctor in Ziway referred the two men for hospital treatment. However, since the transfer, the men have been denied access to a hospital. It is not clear what is wrong with the two men as they have not access to a full diagnosis.
Olbana Lelisa and Bekele Gerba were arrested in August 2011, within days of meeting with Amnesty International staff. They were charged with crimes against the state based on alleged support for the proscribed group the Oromo Liberation Front – a charge regularly used to silence members of ethnic Oromo political opposition parties. After a trial marred by irregularities, they were both convicted in November 2012. In a subsequent sentencing hearing Bekele Gerba was sentenced to 8 years’ imprisonment and Olbana Lelisa was sentenced to 13 years’ imprisonment. Both sentences were later reduced on appeal to 3 years and 7 months, and 11 years respectively. Amnesty International considers the two men prisoners of conscience, imprisoned because of their legitimate and peaceful political activity, and should be immediately and unconditionally released.

Olbana Lelisa was a party official in the Oromo Peoples’ Congress (OPC) party when he was arrested. Bekele Gerba was deputy chairman of the Oromo Federalist Democratic Movement (OFDM) party and an English teacher at Addis Ababa University. Both men had met with Amnesty International delegates just days before their arrests. The Amnesty International delegation was expelled from the country on the same day that Olbana and Bekele were arrested. During pre-trial interrogation both were questioned about their meetings with Amnesty International.
During their trial, around May 2012, Olbana complained to the court that he has been attacked by a violent fellow prisoner who had been placed in his cell. The court took no action on his complaint.
The United Nations Standard Minimum Rules for the Treatment of Prisoners provide that “Sick prisoners who require specialist treatment shall be transferred to specialized institutions or to civil hospitals.”
Since the arrests of Bekele and Olbana, the OFDM and OPC parties have merged to form the Oromo Federalist Congress (OFC). The OFC reported that another member – Mohamed Negashi, an OPC candidate in Dire Dawa during the 2005 elections, died of unexplained causes in detention in early 2014. His wife was denied access to his corpse for burial.
The OFC further reported that in March 2014 two young OFC activists were shot dead by police in Ginmir town, Oromia region. Seifu Oda, a 33 year old father of two, was reportedly taken from his home and shot in the mouth by police. The following day during protests about the killing, Seifu’s friend Abdi Bilya also an OFC supporter, was also reportedly shot dead.
The Ethiopian government is extremely hostile to dissent. Members of opposition parties and independent journalists are regularly harassed, arrested and prosecuted.
Large numbers of ethnic Oromos are regularly arrested on the accusation of supporting the Oromo Liberation Front. This includes many members and supporters of Oromo political opposition parties, and other people from all walks of life. These arrests are based on an actual or imputed opposition to the government.
In early 2011 – the year that Olbana and Bekele were arrested – hundreds of members of Oromo opposition parties were arrested, apparently as a result of the government’s fear that the Middle East and North Africa style uprisings would spread to Ethiopia. Large numbers of students from universities across the Oromia region were arrested during the same period.
The OFDM and OPC parties told Amnesty International that a number of their members arrested in March and April 2011 subsequently disappeared, leading to concerns that these individuals were being held in arbitrary detention.

Ethiopian Security Forces Open Fire on Students

12396386567597410701674866564151-3250963_p9April 26, 2014 (CNN iReport) — There has been widespread protest by Oromo students in universities in Ethiopia against unpopular ‘Addis Ababa-Finfinnee surrounding integrated master plan’. Oromo students in Haromaya, Jimma, Ambo and Wollega universities held protests.
Although officials in Oromia state and Addis Ababa city administration insist the plan only intends to develop Addis Ababa and its surrounding, Oromo students and the wider Oromo elites believe the plan is to displace farmers in the outskirts and suburban areas of the city, meet the growing demand for land, and weaken the Oromo identity. The Ethiopian constitution grants a special interest to the Oromia state regarding administrative, resource and other socio-economic matters in Addis Ababa, in its article 49 which never have been implemented. This has largely resulted in significant resistance within the ruling party, OPDO, in Oromia and a continues pressure to materialize the implementation.
The protest against the doomed to fail master plan is held in four universities sofar. Yesterday (26/04/2014) at Wollega University, the infamous and notorious Federal police opened fire at innocent Oromo students. Reports and eye witness indicate unknown number of students were hurt and some have fled to the bushes. The people of Nekemete town were prevented from joining the resistance. Even then some of the residents broke through line of federal police force and joined the protest.
At similar protest in Jimma university, the security forces picked more than 10 students and jailed them. Further 15 students in Ambo university were jailed.
The uproar against the plan is resonating across different segments of Oromo society. A singer by name Jafar Yusuf was jailed last week that is believed to be because he released a single condemning the plan. The diaspora is is voicing its concerns through the newly launched diaspora based Oromia Media Network
The security forces in Ethiopia are dominated by the Tigrayan minority who have been in power since the downfall of Derg communist regime in 1991. The Oromos are the most prosecuted in Ethiopia. More than 40000 Oromos are in jail, although the correct figure is hard to know.

De-Oromonizing Finfine and Beyound: TPLF’s Evil Agenda THAT MUST BE STOPPED NOW

Over a week ago, while skimming through current news and articles, I read an article titled “Old World Order: How geopolitics fuels endless chaos and old-school conflicts in the 21st Century” onTime Magazine of March 31, 2014 by Robert D. Kaplan., which I thought explains the behaviours past and current Abyssinian regimes land grab in Oromia and the South.
Although, Kaplan’s article much focuses on the geographical struggle between the East-West struggle for control of Ukraine, and the consequent annexation of Crimea by Russia as the mere reality of the 19th century behaviour in the 21st century. According to Kaplan, it is not the international law that defines territory but rather the bonds of blood that go with one’s own territory is central to what defines us human. In other words, the European behaviours of 19th century geographical expansion into different parts of the world for economic and geo-politics of the place is well alive and kicking in different parts of today’s world. Apart from the East-west struggle for control of Ukarine, Kaplan, also demonstrates the fracturing of Middle Eastern states into ethnic and sectarian fiefs or the Sunnis and the Shiites for control more geography and resources, the disputes over territorial claim of the East China sea among the East Asian states as more examples that geo-politics and the control for resources is not negated by technology and globalization. Kaplan, further, argues that “whereas the West has come to think about international relations in terms of laws and multinational agreements, most of the rest of the world still thinks in terms of deserts, mountain ranges, all- weather ports and tracts of land and water. The world is back to the maps of elementary school as a starting point for an understanding of history, culture, religion and ethnicity- not to mention power struggles over trade routes and natural resources”.
The expansion of the Abyssinian Empire since the late 19th century by Menilik with the help of the Europeans and the resulting conquest of the states south of the empire, namely the Oromos, the Sidamas, and the Walaitas, have resulted in massive killings and displacement of the indigenous population and confiscating of their land and appropriating to the Abyssinian army and the new settlers from the North. Furthermore, garrison towns were established in the new colonies, where the invading Abyssinian army enforces the new laws of evicting the indigenous population from their ancestral land or in the case of many places, the new Abyssinian settlers were given the land with the whole population living on it, by making them the properties of the settlers. These policies of dispossessing the indigenous population of their land at will continued under successive Abyssinian regimes by disguising their crime using names such as cooperative farms, state farm, etc. Dispossessing societies of their own ancestral land is not only depriving them of their lively-hood and means of survivals but also depriving them of their culture, history, norms and way of life.
Although, this geographical genocide in the south by successive Abyssinian regimes continued unabated, it reached its climax under the current minority TPLF junta. Since 1991, the TPLF junta has been busy selling Oromia’s land to the highest bidder to his Tigrian cronies and his Arab backers in the name of development. TPLF is not only selling Oromia’s land at the highest speed but also destroying Oromia’s forests deliberately starting fires, and hence destroying the indigenous wildlife, flora and fauna that the Oromos cared for centuries for generations to come.
The recent fake debate by the TPLFities to incorporate towns and villages of Oromia under the Finfine jurisdiction in the name of development is the continuation of a century old Abyssinian expansion to stamp out Oromos footprint from their ancestral land.
One should ask why only towns and cities in Oromia are designated special administrative status under the TPLF so- called Federal system?
Since 1991, the TPLF juntas named two economically significant cities, Finfine and Dire-Dawa as special zones, just merely for the purpose of denying Oromos to have economic, social and political benefits that these two cities generate, rather the social, economic and political benefits generated from these cities goes to fatten the coffers of TPLF cronies and the companies they control.
The lousy argument used by TPLF to grant special status to Finfine and Dire- Dawa, and, thereby under TPLF control was that the two cities are multi-ethnic and cities with heavy industries. On the other hand, the 1994 TPLF constitution and the Oromia State constitution stipulate that the Oromia State shall receive “special” benefits from the two cities, which will be decided by the law. Both the law that define the special benefits the Oromia State should receive from both cities as well were not materialized for over 20 years. This testifies the official claim that OPDO is full of all yes men like trained dogs, and their only mission and purpose is to carry-out tasks given to them by their TPLF masters. It also demonstrates, it is the TPLF that controls every single affair of the Oromia State.
According to secret internal sources, after the next election, the following cities are on TPLF’s hit lists to bring them under TPLF control in the name of development and the industries in these cities. These cities are: Awasa, Jima, Shashemene, Adama cities are on the hit lists of TPLF. The question that needs to be asked is why assigning special status to only cities and towns in Oromia and the South? Why not cities such as Bahir Dar, Kombolcha, Mekele not under Federal control? Because these cities are also have many industries as those cities in Oromia and the South.
So, why is TPLF is pushing hard to expand Finfine to other towns and villages in Oromia under the guise of development?
  1. The first and most strategic objective of expanding Finfine is to split Oromia into two separate geographies, that is Eastern Oromia and Western Oromia, which will be much easier to govern.
  2. To de-Oromonize Finfine by settling more Abyssinians
  3. To appeal to the Amhara groups (inside and outside) that TPLF has not abandoned their project of assimilating the South under the Abyssinian empire.
  4. There is more resources that can be sold to TPLF cronies and the so-called investors.
The Oromo struggle for the de-colonization of Oromia has begun in earnest since 1970’s. Many important victories are scored so far by the huge sacrifices of Oromos from all walks of life. Using the current stagnation of the Oromo struggle and with the help of the enemy within, the TPLF is waging human and environmental genocide in Oromia since 1991. It is the duties and responsibilities of each Oromo to urgently rise up together to stop and expel the TPLF terrorist regime from Oromia’s soil once and for all before TPLF destroys what is left of our Country’s fabric.

Ethiopia Rushes to Implement a Genocide Master Plan Against the Oromo

The Issue
Under the excuses of “joint development” for cities of Oromia and Finfinne[1], the Tigirean minority regime of Ethiopia has secretly created a master plan it calls “Addis Ababa and the Surrounding Oromia’s Special Zone Common Development Master Plan.”[2]   Using buzzwords of “ urban development”, “investment” and “industrialization” as  “benevolent” justifications, the Tigire People’s Liberation Front is in a feverish campaign mode to implement the next large-scale genocide it wishes to invisibly commit on the Oromo people. The plan to depopulate cities and rural areas inhabited by Oromo farmers and urban residents in and around Finfinne (Addis Ababa) is under way.
The plan is explicit about the regime’s intentions to incorporate over 6 Oromia’s cities and 8 rural Aanaalee (Counties) in the vicinity of Finfinnee into Fininne against the will of the Oromo people.  Sululta, Bishoftu, Sabata Dukem, Holeta and Ambo are among the cities planned to be gobbled up by Addis Ababa. Regime authorities  estimated that Finfinne, which currently sits on 54,000 hectares of Oromo land obtained through 19th and 20th century crimes of genocide, now wants to gain 1.1 million hectares of land from Oromia by the same criminal method—genocide.[3]
oromia-dividedThe plan comes in two forms based on the kind of thrust TPLF wants to make into grabbing  Oromia’s rural and urban lands: (a) the plan that allows to make inroads into Oromia in all directions by 140 kilometers from the centre of Addis is set to expire in 25 years; (b) the plan that will be used to make inroads into Oromia by 30-40 kilometers in all directions from the centre of Addis is planned to last 10 years.[4]
The Oromo People’s Democratic Organization (OPDO) members, which forms one of the four arms of the TPLF-run Ethiopian People’s Revolutionary Democratic Front, is being cowed into affixing   the entire Oromia region’s name as the “co-creator” of the master plan when in fact the plan was co-created with knowledge of a few high-ranking opportunist members of OPDO who served on the master plan’s board members, inclduing …Kuma Demeksa, mayor of Addis Abeba; Abdulaziz Mohamed, deputy president of Oromia Regional State and Umer Hussein, head of the Oromia Special Zones…”   This means corrupt and non-Oromo ODO officials were complict in the plan and the majority of OPDO cadres (foot soldiers) were presented with the plan as as a surprise for implementation upon which they showed signs of resistance or so they pretended.  TPLF members in the Addis Ababa city government unveiled the secret plan  in April 2014, 3 years after they first started to work on it (in 2011.)

Except top level vetran OPDO collaborators, the people of Oromia have unaynmously objected to this draconian plan.  Some are facing imprisonment, including in toruture chambers such as Maekelawi, for allegedly resisting [or as GOE calls, it "standing in fornt of the plan"]. TPLF security forces also arrested and tortured Jimma University students of Oromo origin who have protested the master plan to annex Oromia’s cities and the spectre of genocide hanging over Oromia all over again.
It is obvious that the master plan’s goals are to enrich Tigirean elites and their collaborators at the expense of slowly exterminating Oromos from the area.  Some Oromo lawyers, politicians and academics like citing TPLF/EPRDF’s  constitution of 1994 (specially article 39 on self-determination) and article 49 (5) to say that the implementation of the master plan proves once again that TPLF officials are above the constitution and the law, and that Oromia region lacks any form of autonomy to rule itself and develop its own cities. Yes, but it really doesn’t matter citing provisions in this sham document because everyone knows that the TPLF elites have always been above the law (and that they are the law). They have been committing the ultimate crimes of genocide against the Oromo people using OPDO as a glove for the last 24 years, pretending that they would not leave fingerprints behind at the crime scenes. Ironically, on its 24th anniversary, OPDO condemned the 19th century genocide perpetrated against the Oromo by Menelik II, but it wimply accepted its 21stcentury version under TPLF.
Enhanced Master Plan to Continue Committing the Crime of Genocide
The master plan described above is nothing short of adding another layer of committing genocide under misleading and false labels of  connecting Oromia’s cities to  fictitious development “benefits” from Finfinne.  How can Abyssinian elites benefit Oromia by dispossessing Oromia of over 1.1 million hectares of land under the pressures of military occupation?   What is clear is that “development” has become a new terminology for genocide in Oromia.

Kenya: Flagrant Violations of Human Rights against Asylum Seekers and Refugees

The Kenyan police and security agents have arbitrary arrested and detained around 6000 refugees who are originally from neighboring Horn of African countries; and have continued hunting for more, reported HRLHA reporter in Nairobi, Kenya on April 13, 2014.
This indiscriminate action against all immigrants who have been in the country began on Friday April 2, 2014; and has mainly targeted the immigrants living in Eastleigh District of Nairobi, a neighbourhood largely dominated by Somalis and Oromo immigrants and is often referred to as district of immigrants. More than 400 Oromos and other Ethiopian immigrants have been arrested in these crackdowns. The crackdowns against immigrants by Kenyan Police and security began is said to been in response to the three bomb blasts in Eastleigh/ Nairobi and Mombasa in late March 2014, which killed about 12 people and injured 8 others. According to HRLHA’s informant, more than two thousand asylum seekers and refugees have been detained in the Kasarani Football Stadium in the Capital, a location described as a temporary police station, while some are being held at the Pangani police station.

EU Holds Discussion on Ethiopian Human Rights Crisis in Ogaden and Kality Prison

April 8, 2014 (Tesfa News) —  EUROPEAN Parliament opened hearing about the Ogaden Human Rights violations and the Ethiopian prisons in Addis Ababa. The hearing, which was invited to participate in the Ogaden whistle-blower, Abdullahi Hussein, and Swedish Journalist, Martin Schibbye, was held on April 2nd by the group the progressive Alliance of Socialist and Democrats in European Parliament and Committee to Protect Journalists (CPJ).
“Ethiopia is one of the largest humanitarian and development aid receiver yet these donations are used incorrectly and corruptly. Western governmental Organizations and Western Embassies to Addis Ababa ignored the stolen donations and humanitarian aid that are being used as a political tool by the Ethiopian regime, which is contrary to EU rules on the funding”, said Anna Gomes, MEP Head of international Unit party Socialist democrat.
Ahmed Abdi Marita Ulvskog, MEP, in her part first thanked Abdullahi Hussein and Swedish Journalist, Martin Schibbye speaking about the steps needed to be taken in order to stop the human rights abuses that is being committed against Ethiopian and Ogaden civilians, she said that the EU could use sanctions or words against Ethiopia or follow up documents and information like the one provided by Abdullahi Hussein to show the reality in the ground.
Abdullahi Hussein, who is the former regional Presidential adviser and head of the media in Ogaden presented a shocking footage that changed the EU’s view towards Ethiopia. Abdullahi Hussein, who gained the title of “brave man” and nominated for the prize of Sweden’s civil courage of the year 2014, “Antigone Award”, after he had put himself at risk for smuggling out over 100 hours of footage from the Ogaden Province requested the EU to put their words into action as the killings, gang-raping and extrajudicial arresting still continues.
Speaking with Ogaden diaspora owned TV service of Ilays Tv, Martin Schibbye stated that in conjunction with Abdullahi Hussein their purpose to reset was to tell the World what they had seen which is to fulfill a promise that he made to many people from Ogaden region, but also their co-prisoners in Kality Prison of Addis Ababa.
Members of European Parliament, CPJ’s Jean Paul Marthoz and Human Rights’s Leslie Lefkow have also explained the human rights situation in Ethiopia in details to the EU Parliament. Anna Lindy, Chair of the hearing, presented the human rights situation in Ogaden and Ethiopia at the opening time of the session.
