Libya: Thousands of Refugees in Life-Threatening

The Human Rights League of the Horn of Africa (HRLHA) has learnt through its correspondents that hundreds of thousands of refugees in Libya, most of whom were from the Horn of African countries such as Ethiopian and Eritrea, are in a very dangerous situation after they were evicted from their original refugee camps in Benghazi, Libya where they stayed for the past three years. The eviction took place following the infiltration and assault of the refugees by who were described as workers of the Libyan Red Crescent on the 13th of September, 2013. The assault included beating and stabbings by knives. Those who broke out of the shelters to run away from the assaults were met with Libyan armed forces that were stationed around the camps prior to the starting of the assault. Then, the refugees were forced out of the camp on allegations that they attempted to instigate disturbances in the city, and taken to remote area known as Alshatti.
According to HRLHA correspondents, about 500 refugees are now held in what was known to be a private detention centre in Alshatti located on Sahara Desert border with no adequate supply of basic necessities. HRLHA has also learnt that the very adverse weather condition at Alshatti has worsened the situation to the refugees. Even two expecting women who delivered after arriving in Alshatti and their newly born infants were not treated differently. The fact that the refugees are now held in isolation where they are not visited by international agencies like the UN High Commission for Refugees and the ICRC until this Urgent Action is documented,  as they used to when they were sheltered in Benghazi, added to the very unfriendly living condition has raised their frustrations. The refugees who were contacted by HRLHA also mention that there have been detachments and disconnections among refugees who had acquaintances and/or relationships with each other. Most of the refugees who were taken to Alshatti are originally from Ethiopia and Eritrea, HRLHA correspondents have added.

HRLHA is highly concerned about the safety and future fates of those asylum seekers and refugees in such an isolated and disconnected socio-political environment. Therefore, HRLHA calls up on the Libyan Government, first of all to ensure the safety and well being of the refugees and asylum seekers by providing full protection against any kind of attacks from any side or angle and allow access to the new location to the representatives of regional and international UN and humanitarian agencies as well as media organizations so that they could receive all the supports they need especially to bring their refugee lives to an end.
The HRLHA also urges all national, regional and international human rights groups, donor countries and organizations to join hands in putting pressure on the Libyan   government so that it abides by the international norms, the 1951 International Convention of the refugees and asylum seekers and the Universal Declaration of Human Rights article 14 (1) “ Everyone has the right to seek and to enjoy in other countries asylum from persecution.”
Recommendation:
Please send appeals to the Libyan Government, concerned Libyan officials and to diplomatic representatives of Libya who are accredited to your country as swiftly as possible, in English, in Berber or Libyan Arabic Language, or in your own language expressing:
Your concern regarding the mistreatment of asylum seekers and refugees in Libya and they should be treated according to the 1951 International Convention of the refugees and asylum seekers and other international norms of refugee and asylum seekers rights.

A Journalist kidnapped, Threatened, and Beaten by Intelligence and Security Agents in Ethiopia

Bisrat Woldemichael The Ethiopian journalist Bisrat Woldemichael was kidnapped, threatened, humiliated, and beaten by the Ethiopian intelligence and security agents on 28 August, 2013. He has reported this incident today to journalists.
Bisrat reported that the dreadful incident took place at Gotera, a place in the capital Addis Ababa as he was walking home from work. He said he was victimized for exercising his right to free expression in conjunction with the related right to press freedom.
Bisrat Woldemichael works for a magazine, Ebony, as Editor in Chief, and writes political articles on different Ethiopian private press outlets. He also blogs at  www.addismedia.wordpress.com andwww.ethiopiahot.wordpress.com. The journalist is known for his outspoken articles focused on the poor governance and pervasive human right violation, which are turning the oldest East African nation, Ethiopia, into a hall.
Violence against journalists is a common practice in Ethiopia, a country generally regarded as one of the most dangerous places to be a journalist. According to Amnesty International, during the past three years only, over 100 prominent journalists were brutally prosecuted on fabricated charges, and too many others were also subjected to harassment, intimidation, and other violence.
“It was 3:30 AM in the evening, and I was returning home from my workplace. 4 people came to me and said: ‘we need to ask you some questions. Two of them were dressed in black and their faces were almost covered with their caps”, Bisrat said, while narrating his ordeal to journalists.
“I first didn’t understand what was going on. I realized that I was in danger just when one of them put a knife on my stomach”, he noted.  “When I saw the knife, I asked them: ‘Who are you? What do you need? But none of them gave me an answer, instead they warned me just to keep walking forward,” he explained.
“I didn’t do anything but followed them, because I was surrounded, and the guy also clearly told me he would stab me with the knife if I tried to challenge them. In addition, one of them had a gun”, Bisrat said.
From there Bisrat was taken to a place far away from the main road. The place he was taken to was quite dark and out of public sight.
“As soon as we reached there they told me they were disappointed at my articles I had recently written, particularly at the one which dealt about the wealth of the late Prime Minister Meles Zenawi ”, Bisrat said.
“They said: ‘Who are you to count the wealth of Meles Zenawi? Who are you to write about his family’s wealth?  You have passed the red line!’ ” he explained.
The journalist said that the kidnappers violently interrogated him at length, for almost one hour, and threatened him to stop writing.
 “They said: ‘here we are giving you a last warning. If you write any more for any media (or if you keep blogging), the consequence will be worse for you. If you need your life, stop wiring. Remember!  It is a last warning’ ”, Bisrat explained.
The journalist said that this was not the end of the drama but the beginning. “They also insulted and humiliated me, and finally began to beat me.
Right after the incident, Bisrat was able to go to a nearby police station, to report the case. But, according to him, having heard the case, the police officers simply gave him an appointment for the coming mooring and let him go. Bisrat said that it took him several days to get the case registered.
“They are Watching Me”
Bisrat Woldemichael Bisrat said since the day he experienced the violence he has been under surveillance. “Few days ago, I saw them following me behind”, he explained adding “I know they are watching me very closely.”
But, in the face of such grave threats, Bisrat, a journalist who is committed to freedom of speech, has continued doing his job with courage. He continues writing about the political crisis, poor governance, and human right violation worsening in Ethiopia.
“I don’t have a choice. I am a journalist. There is nothing to do except writing what I see, hear, and feel.” Bisrat explained. He again and again made clear that no threats and tortures would make him stop writing

Article 19 of the Universal Declaration of Human Rights, guarantees the right to freedom of expression saying that: “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media regardless of frontiers. Likewise, the International Covenant on Civil and Political Rights (ICCPR), which Ethiopia ratified in 1993, and the African Charter on Human and Peoples’ Rights guarantee the right in a very clear way. They even impose formal legal obligations on state parties to insure this fundamental right is protected.
But, sadly, even in the presence of all these legal documents, Enjoyment of press freedom and freedom of expression still continue to be a far cry for Ethiopian journalists and bloggers as they experience violence while doing their job. They are harassed, threatened, humiliated, and arbitrary jailed.

Oromo Youth Association of Norway Condemns the Murdering of Eng. Tasfaahuun Camadaa, the Massacre in Kofalee and the Ethnic Cleansing Conflict in Anniyyaa, Oromia

The following is a statement from the Oromo Youth Association of Norway. The Association coordinated the Oromo peaceful rally held in Oslo, Norway, on September 14, 2013, to condemn the human rights violations in Oromia, especially, the murdering of Eng. Tasfaahuun Camadaa in the Abyssinian/Ethiopian prison of Qaallittii, the massacre in Kofalee, and the ethnic cleansing in Anniyyaa, Oromia.

Statement …
On September 14, 2013, the Oromo Youth in Norway protested against human rights violations and brutal killings by the dictatorial Ethiopian government. The main objective of the demonstration was to condemn the human rights violations in Ethiopia and the ethnic based abuses, as a result of which many Oromos are being arrested, tortured, killed, and thousands are disappearing. The trend of repression is increasing alarmingly and a huge number of Oromos have been jailed, tortured and exposed to inhuman conditions under fabricated charges. The TPLF/EPRDF leadership has a standing policy of protracted attacks against the Oromo people irrespective of age, sex, profession and occupation. To criminalize Oromo, being only Oromo is enough in Ethiopia.
Among the recent victims are Engineer Tesfahun Chemeda who died in Kaliti prison, the massacred Muslim Oromos in Kofale and the genocide against Oromos in Anniyyaa, Oromia.
According to Amnesty International, the Ethiopian regime stifled freedom of expression, severely restricting the activities of the independent media, political opposition parties and human rights organizations. Dissent was not tolerated in any sphere. The authorities imprisoned actual and perceived opponents of the government. Peaceful protests were suppressed. Arbitrary arrests and detention were common, and torture and other ill-treatment in detention centers were rife. Forced evictions were reported on a vast scale around the country.
Despite all these human rights violations, the Ethiopian government is getting huge amount of funds from Norwegian government, World Bank, European Union and the USA.
Meanwhile, the Oromo people are still dying to be heard regardless of the political and all sided suppression by the Ethiopian regime.
Therefore, we appeal to the Norwegian government, EU, USA and the international community:
• To stop funding the dictatorial Ethiopian government which uses the funds for suppressing, killing and torturing of the voiceless innocent Oromo people;
• To seek justice for Engineer Tesfahun Chemeda, who died in the Kaliti prison due to torture and ill-treatment by the Ethiopian government;
• To seek justice for all Oromo political prisoners, including the 21 Oromo students from different universities – who were sentenced to many years in prison under the so-called terrorism law by the TPLF kangaroo court;
• To seek justice for the twenty seven innocent Muslims, including 5 children, who were massacred in Kofalee, Arsi region of Oromia, by the Ethiopian government;
• Enforce the TPLF led Ethiopian government to stop the land grabbing and forced displacement in Oromia;
• Enforce the Ethiopian government to stop genocide and ethnic cleansing in Anniyyaa, Oromia;
• To support the Oromo and other victimized communities in Ethiopia to overcome injustice and help them to live in freedom, peace, and democracy, and achieve stability in the region.
Candlelight vigil was also held for Enginner Tesfahun Camada and victims of the Kofalee massacre.
Finally, all participants called upon all Oromo to come together, regardless of their religions and regions, to stand up together, hold hand in hand, and step the Oromo struggle forward.

Human rights group says sentencing of 21 Oromos in Ethiopia’s court is politically motivated

The following is an Urgent Action statement from the Human Rights League of the Horn of Africa (HRLHA). HRLHA is a nonpolitical organization (with the UN Economic and Social Council – (ECOSOC) Consultative Status), which attempts to challenge abuses of human rights of the people of various nations and nationalities in the Horn of Africa.

The Federal High Court of Ethiopia sentenced 21 Oromo Nationals (most of whom are university students) to as much as 2-8 years in prison on 7th August, 2013. The report HRLHA received indicates that all of them have spent about three years pending trials on alleged charges of collaborating with the opposition organization of the Oromo Liberation Front with the intention of committing terrorist crimes. According to information obtained by HRLHA through its correspondents, most of the defendants were very young Oromo students picked up at different times from different universities and colleges in the regional state of Oromia and other parts of the country.

The HRLHA has learnt that most of the 21 Oromo defendants did not even have acquaintance of each other, let alone collectively committing terrorist crimes, as they were brought together from different universities in the country and met each other in the jail. According to some legal experts, the fact that the charges were mere fabrications aimed at imposing punishments intended for political intimidation has made it difficult for the accused to defend themselves. However, by blatantly acting as a political tool of the ruling party, the court handed down the guilty verdict on the Oromo nationals without taking into consideration some evidences that the defendants attempted to present to defend themselves against the charges. There are more concerns that, particularly five of the twenty one defendants, who were charged with additional and separate article (criminal code, Article 241, “Attack on the Political or Territorial Integrity of the State”) from the sixteen others, might face very harsh punishments.
Although this verdict did not come as a surprise, as it is not the first of its kind, it has enormously added to the accumulation of partiality, injustice and unfairness of the justice system, raising further concerns among the human rights groups, and defenders of justice and equality including the HRLHA.
